"A state report released Monday afternoon delved deeper into the dysfunction in Richmond’s Department of Social Services, which has been the subject of three separate probes since a chorus of concern from child welfare workers, City Council members and the department’s own employees started in late November.
"The 82-page report by the Virginia Department of Social Services — the second of three that are to be released on the city agency — underscored what a damning investigation by the city auditor first unveiled last month, including that senior city managers doctored reports to judges, interfered with the ability of workers to consult with city attorneys and left children in dangerous environments to keep foster-care numbers low...."
