I think you're thinking is spot on. Unfortunately, I don't know who would be the defendant(s). I'm not a lawyer either but from what I know you can't sue the government for any damages beyond six months (legislators have thought this one through) at least in California. There's a lot of stuff that is illegal that happens everyday. People have this illusion that they are protected. In many cases it's just not true. Finding this out is a heftier betrayal...it's societal, and it can easily cause PTSD knowing you are living in a group that does not protect its members.

I wonder (I'm not a lawyer) if this might open the door for the most under-privileged to file some kind of class action law suit because as a class, they are being marginalized (and denied an opportunity at a fair chance at life and an education) merely because they live in poverty.  This has GOT to be illegal...am I all wrong here?
