Healthy families begin with a Bright Start - South Dakota

"The goal of the Bright Start program is to teach and reinforce parenting skills that create a more positive home environment for families while ensuring the proper health care of mother and baby. The program has made significant improvements in areas of social concern....

“We can accept referrals from anybody, any entity. I go into their home until the child turns 2. The first four weeks I see them once a week just to get to know them and then it goes to every other week,” Stutzman said. “Once the baby is born I’m in the home once a week for six weeks, during that early postpartum period. Then it goes back to every other week. At the end, once a month for three months just to close it out and say goodbye.”

The program has made an impact. “It has shown great strides — decreased smoking, decreased child abuse, increased education, increased self-sufficiency — there’s a whole list of things,” said Stutzman....

“This is not an entitlement program, there’s no income regulations,” said Stutzman.  “I was very excited that it is expanding in South Dakota because I’ve seen what it can do and it’s a great program. I’m very passionate about it.”
