"In the former group are many children whose behavior may be annoying or distracting to others, but is not, at its heart, worrisome. Reducing the number of suspensions resulting in lost learning time among those students requires one set of responses including teacher professional development, parent and community education, and review of school policies.
"The group whose behavior is more serious requires a different response. As we probed the academic and policy literature regarding the latter group, we were struck by an emerging body of work suggesting that many of the children expressing serious negative behaviors have been exposed to trauma....

"Approaches to creating learning environments that are both physically and emotionally safe for children and that embrace developmental rather than punitive approaches to discipline have been adopted by a number of school districts nationwide from Brockton to Walla Walla...."
