'Early childhood zones' show promise

"The county launched a “birth to three” initiative in 2005 to help the parents  of young children with employment and parenting skills. More recently, the  United Way began going into homes to teach parents how to prepare children ages  2 to 4 for school.

"The programs moved into an office across from Leopold Elementary School in  Madison with goals to reduce duplication of services while encouraging smooth  transitions for children into 4-year-old kindergarten. Early childhood zones  strive to increase 4K attendance and help disadvantaged families secure stable  housing and work....

"The $165,000 investment, following last year’s $150,000, represents less than  0.1 percent of the county budget. Yet it’s enough to create early childhood  zones around Allied Drive on the edge of Fitchburg and around Sun Prairie’s  Westside Elementary School."
