Friendly Neighborhoods and Less Child Spanking May Reduce Likelihood of CPS Involvement, Study Says [chronicleofsocialchange.org]

There may be a relationship between the spanking of children, the type of neighborhood the children live in and the likelihood of a report of abuse or neglect to Child Protective Services (CPS), according to a new study published in the journal Child Abuse & Neglect. The study looked at a sample of 2,267 children drawn from Princeton University’s Fragile Families and Child Wellbeing Study . Researchers at the University of Michigan and Michigan State University compared that group...

In College, Former Foster Kids Pay it Forward [nationswell.com]

Bria Davis didn’t have the easiest time growing up. Her mother suffered from schizophrenia and her father wasn’t around. As a result, she was placed into the foster-care system, which meant changing schools every year. “Coming out of high school, I never was in a stable place,” Davis says. Davis’ freshman year at Miami Dade College in Florida was challenging, and she eventually sought help. Now a well-acclimated sophomore, Davis decided she was in a unique position to give back. So she...

Millions sought to stem arrests at California foster care shelters (sfchronicle.com)

A California lawmaker is calling for $22.7 million in state funding to help prevent unwarranted arrests of abused and neglected children in the state’s residential foster-care facilities — a disturbing practice exposed in a Chronicle investigation last year. The three-year budget proposal, to be introduced next week by Assemblyman Mike Gipson, D-Carson (Los Angeles County), comes as arrests continue across the state at county children’s shelters, despite pledges of reform. While the total...

How life outside of a school affects student performance in school [brookings.edu]

This report presents findings from a unique partnership between the University of Michigan and the State that allowed us to match the universe of child maltreatment records in Michigan with educational data on all public school children in the state. We find that roughly 18 percent of third-grade students have been subject to at least one formal investigation for child maltreatment. In some schools, more than fifty percent of third graders have experienced an investigation for maltreatment.

Mom Has a Kitchen Dance Party With 3-Yr-Old. Then She Hears “I Miss My Other Daddy.” (faithit.com)

Being a foster parent is not for the faint of heart. A cycle of taking in broken, wounded little hearts, often just for them to get broken and wounded again — all while remaining “unattached” for the sake of their assured departure from your care — is a nearly impossible job for most to fathom undertaking. And all that aside, how do you even begin to explain to a 3-year-old that they have a “new daddy” or “new mommy” in a way that doesn’t completely wreck their perception of what it means to...

No More Missed Goodbyes: Promoting Greater Placement Stability for California Foster Youth [chronicleofsocialchange.org]

On February 12 , 200 California Youth Connection (CYC) members, allies and community members gathered to celebrate 30 years of the organization’s youth-led advocacy in California, and to continue the fight with a new bill to prevent unnecessary placement changes for foster youth in the state. That day, the steps of California State Capitol in Sacramento resonated with the voices of current and former foster youth, who chanted “C’mon, c’mon, join the fight! Stability is our right!” and “CYC...

Alaska Transfers Child Welfare Services for Native Alaskans to Tribes [chronicleofsocialchange.org]

In Alaska , a coalition of tribal governments has now begun to assume responsibility for offering some child welfare services to Alaska Native children. The Alaska Tribal Child Welfare Compact , which was signed into law in October 2017 by Alaska Gov. Bill Walker (I), allows 18 Alaska tribes to provide child welfare services with the goal of reducing the disproportionate number of Native children in foster care in the state. Previously, these services were managed solely through the state’s...

Trauma-Informed Journey with a local Department of Social Services

Our Trauma-Informed journey began with the Henrico Department of Social Services (DSS) in the fall of 2012 when we approached their leadership with a proposal to partner with the Greater Richmond Trauma-Informed Community Network (TICN) to create a Trauma-Informed Child Welfare System. We began by developing a TIMELINE of activities (please note we set out to complete things in one year - little did we realize at the time that the process is always ongoing!). The first step on the timeline...

Three former foster youth – Dani Townsend, David Hall and Nico’Lee Biddle – presented the group’s findings from their survey on the subject and recommendations that will be shared with federal stakeholders. Hall shared a few highlights from the survey, which included responses from 200 current and...

New bill to guarantee health care access to transgender foster children (kusi.com)

SAN DIEGO (KUSI) — Transgender foster children would be guaranteed access to health care specific to their unique needs under a bill announced Monday by San Diego Assemblyman Todd Gloria. The Democrat’s bill would amend the list of foster youth rights to include “access to gender-affirming health care and gender-affirming behavioral health services,” such as counseling to cope with gender identity issues or gender confirmation surgery. That list includes such freedoms as accessing the...

Is child protective services effective?

An article called "Is child protective services effective?" in this month's Children and Youth Services Review finds that CPS involvement does not reduce the risk of further substantiated maltreatment. It highlights both the need to improve interventions and questions current mandates that are not garnering results. As the article explains, one possible reason interventions may be less effective is that most CPS cases are opened for neglect, not abuse, and most services are aimed at...
