I wish I had a clear answer for you, Kevin! I'm a new private practice therapist, after working for 18 years in public mental health. Maybe this comment will help boost your question for others to see. I do know that the CalWORKs Association is doing advocacy work in this area: https://calworksassociation.org/ For now, keep asking the question and learning all you can about ACEs. We have developed an ESSER Toolkit to help organizations learn about ESSER and reach out to their schools.
