You may be interested in the work being done by The Sanctuary Institute. Their whole culture model has been implemented in organizations, schools, hospitals, a town and now a city. Incorporated into the model are an organization assessment process as well as a guide for measuring outcomes. Here are some links to their work and research:

The book Restoring Sanctuary, the third in a series by Sanctuary founder Dr. Sandra Bloom, digs deep into the question: How do we know when we're being trauma informed? 

Personally, the question makes me think of emotionally intelligent, evolved societies; awakening in action. In order to get there we may need to start with checklists, rules and policies (like how in kindergarten we're taught to say please, and thank you, we're to share and not hit...and then we get hurt too much and loved too little and here we are). I personally dream of a day when all humans practice peace and love intuitively. Lofty goal but I say dare to dream.
