Change doesn't come easily, but it comes when a group of people work together to show that this is an issue that many, many people care about. As someone told Dr. Felitti when he started out, a few hundred data points can be ignored, but tens of thousands cannot. So, in your case: one person, even if that person has a great idea, can be ignored, but hundreds or thousands cannot.
