Hi- I highly recommend you consider implementing the Parent-Child Assistance program. Dr. Therese Grant has done extensive research on the efficacy of this program and has a fully developed curriculum, protocol for starting a site, and evaluation materials. I am currently training social workers in Washington state about Harm Reduction and Safety planning for moms with SUDs.
