I'm working on a similar project right now at my institution. The American Academy of Pediatrics has a section on children in foster care with some great resources and a list of Models of Care: https://www.aap.org/en-us/advo...RROR:+No+local+token. I've spoken to a number of providers at some of these places and done a literature search on other successful interventions. You can email me and I can give you more info.
