Pamela, Perhaps we can amend the ACA (Obamacare) and restore the "Consumer Majorities" which we had under the National Health Planning and Resources Development Act of 1974 (Public Law 93-641), before the Reagan administration gutted the funding for that type of "Citizen Participation" in Health Planning and Resource Development.
