I wish I had a clear answer for you, Kevin! I'm a new private practice therapist, after working for 18 years in public mental health. Maybe this comment will help boost your question for others to see. I do know that the CalWORKs Association is doing advocacy work in this area: https://calworksassociation.org/ For now, keep asking the question and learning all you can about ACEs.
