Back in 2007 it wasn't going anywhere. That makes sense. We have many entrenched systems that are held in place by moneyed interests, and no one likes to upset the apple cart, money or no. However, our state legislators with the support of the state board of education and the state superintendent of instruction, passed the most punitive graduation policy in the nation.
