'Arbitrary and/or Capricious Abuse of Administrative Authority' is also covered in New Hampshire criminal statutes as "Official Oppression" I and a number of 'colleagues' were 'Plaintiffs' in New York State 'Class Action' Civil case about 50 years ago.
