Stephan said the effort comes at an ideal time, as the county Board of Supervisors has increased funding for mental health services in San Diego.

Stephan said money also could be coming from Proposition 47, a 2014 initiative that reduced certain drug possession felonies and other crimes to misdemeanors, which led to reduced sentences for some inmates.

San Diego County received $6 million from Proposition 47 savings, which Stephan said could be used for mental health services and to help people with mental health issues navigate to treatment rather than jail.
