The city is dealing with the growing homeless population by regulating its sober-living facilities and collaborating with faith-based groups, officials say. Orange County spent nearly $300 million from 2014-15 on homelessness, according to a UC Irvine study released this month. Around $120 million of that was paid for by the county’s 34 cities. “One of the cultures that we’re breeding in the Costa Mesa Police Department is one of empathy and collaboration,” said police Capt.
