Healthy Blue Spotlight

 

For our Partner Spotlight this month, Benchmarks’ Center for Quality Integration (CQi) is highlighting our work with Blue Cross and Blue Shield of North Carolina’s Healthy Blue Medicaid plan. Healthy Blue is one of the five health plans selected to provide Standard Plan services to NC Medicaid recipients. Standard Plans offer physical and mental/behavioral health coverage to individuals experiencing mild to moderate behavioral health concerns.

Healthy Blue understands that even children with mild to moderate behavioral health concerns may need additional assessment or services due to trauma that they have experienced, particularly for those that are in contact with the child welfare system. In 2023, Healthy Blue made the decision to offer Benchmarks’ TiCCA services to its eligible recipients. A TiCCA is an evidence-informed assessment that evaluates multiple domains of well-being for a child and family. This assessment helps to produce holistic recommendations to support the child and family.

Healthy Blue supports timely assessments and treatment services for children and youth who have experienced trauma. In their ongoing efforts to support quality services, they have partnered with Benchmarks to further enhance service delivery for trauma-intensive assessments and evidence-based treatment models for Healthy Blue members. Some of the efforts that are being made include serving on the Leadership Team for the Benchmarks’ Standardized Assessment Protocol (SAP) meetings, providing feedback, and troubleshooting during project calls, as well as providing enhanced rates to the clinicians who are partnered through the project.

These enhanced rates apply to Healthy Blue members who receive treatment from licensed clinicians who are certified or rostered in an Evidence-Based Practice (EBP) and who are actively participating in SAP. These enhanced rates have been implemented to increase the utilization of EBPs across North Carolina, to align reimbursement with the necessary time needed for service delivery, and to promote adherence to treatment model fidelity. Through this work, Healthy Blue aims to enhance resiliency, quality of life, and well-being outcomes within the communities we serve.
