Organizational TIC Assessment

I am looking for a tool to use to assess an organization's knowledge and practice of Trauma-Informed Care. I am specifically looking at city government and assessing the TIC knowledge different departments of city administration, schools and assessing the knowledge of the teaching and administrative staff, also health clinics/hospitals.
