Looking at item 3.3 I wonder if this Community Resilience Initiative: CRIResilient.org might be a useful model to consider? They have been very success - over a number of years - working at a grassroots community level and bringing in local partners and key stakeholders. They've worked through early bumps and are open to sharing their lessons learned. *Their annual conference (#300+ attendees?) is sold out early each year! This year they had 13 states and several Canadian provinces and the UK represented.
