Position Information
THIS RECRUITMENT IS PROMOTIONAL ONLY. YOU MUST PRESENTLY BE A FULL- OR PART-TIME REGULAR OR PROBATIONARY COUNTY OF SONOMA, COMMUNITY DEVELOPMENT COMMISSION, SONOMA COUNTY FAIRGROUNDS, OR SONOMA COUNTY WATER AGENCY EMPLOYEE IN ORDER TO APPLY FOR THIS POSITION.
The Human Services Department (HSD) has requested a department promotional certification to fill one Program Development Manager (PDM) position. Only qualified permanent and/or probationary HSD employees on the eligible list may be eligible for referral to the department for the advertised position.
This Program Development Manager will be responsible for overseeing the Contracts & Procurement Office (CPO) in the Human Services Department and will directly supervise a team of Program Planning & Evaluation Analysts and Administrative Aides. This PDM will also:
- Oversee all procurements, including Requests for Proposals (RFP’s) and Requests for Qualifications (RFQ’s)
- Manage contract drafting and execution for HSD and the County as it relates to American Rescue Plan Act (ARPA) funding
- Oversee all contracts, including vendor agreements and Memoranda of Understanding (MOU) with other county agencies
- Monitor contracts to ensure compliance with Federal, State, and County regulations and policies
Ideal candidates for this position will have specific knowledge of Federal Emergency Management Agency (FEMA) claiming and reimbursement procedures and experience working with RFP’s and RFQ’s. They will also have experience working with business workflows and contractual agreements. Certifications in Federal procurement procedures and project management are highly desirable.
