Brief Description (Complete details and requirements at link): 

The City of Sacramento, California (City) is issuing this Request for Proposal (RFP) for experienced community organizers, leaders, and/or non-profit organizations to help coordinate existing resources, bridge gaps, and implement the continued work of the Mayor’s call to action for mental health professionals to help address community trauma needs.

The grant amount is $15,000 and may be matched by external partner funding in the amount of $15,000 for a total budget of $30,000. The organization(s) selected will be required to enter into a contract setting forth the requirements of this RFP commencing on or around August 30, 2018, 2018.

The areas of programming that are targeted in the Plan and examples should include the following:

•Program development – cultural competency, implicit bias, diversity and inclusion, trauma-informed services and care.

•Process improvement – assessing current resources, identifying gaps

•Concept development – build out a community trauma plan, stakeholder engagement

•Capacity building – working with community-based organizations, families, and stakeholders to increase access, outreach and resources to community trauma resources

Target Population

Programs must serve residents of the Meadowview, Valley Hi, and other surrounding communities. Program may also serve Del Paso Heights & North Sacramento, Foothill Farms & North Highlands, Fruitridge & Stockton, and Oak Park.In addition, the target population must have two or more of the following characteristics:

•     Exposure to physical, emotional, or sexual violence, abuse, or trauma

•     Exposure to, or personal experience with, substance abuse

•     Children of incarcerated parents

•     Justice-system involvement

•     Mild to severe mental and behavioral health challenges

•     English-language learner

•     Foster youth

•     LGBTQQ

•     Under-housed

•     Undocumented

•     Academic underperformance or disconnection from school

•     Special needs

•     Intergenerational poverty

•     Long-term unemployment
