The California Essentials for Childhood Initiative uses a public health and collective impact approach to align and enhance collaborative efforts to promote safe, stable, nurturing relationships and environments for children, youth and families through systems, policy and social norms change.

The 2022 California Children’s Report Card – the most comprehensive report on children’s health, education, and well-being in our state – is available now. The Report Card grades the State on its ability to support better outcomes for kids, from prenatal to age 26, across 32 key children’s issues. This year’s edition also includes data related to the impact of the COVID pandemic on California kids.

The 2022 Report Card highlights some good news. For example, state leaders earned an A- for preschool & transitional kindergarten, due in part to a historic down payment towards adding an extra grade for all 4-year-olds by 2025, and an A- for health coverage, thanks to California’s national leadership in ensuring insurance for all children, including undocumented kids.

However, there are far too many low grades in the Report Card this year, including grades in the D range for behavioral health, health care accountability, child care, adults on campus, unaccompanied homeless youth, and supports for students in foster care and unaccompanied homeless youth, among others.  

As we approach the third year of the pandemic, we’re seeing the disproportionate impact it is having on kids, particularly children of color, children growing up in poverty, and children in foster care – many of whom have lost their caregivers, endured months of isolation, and been deprived of basic education and health resources – and the grades in the Report Card reflect this unacceptable situation.

Each section of the Report Card includes policy recommendations that can guide the development and enaction of a Pro-Kid whole-child agenda. It’s time for California to take the bold, long-term steps needed to ensure that every child in the state has access to the full range of quality supports that they need to grow up healthy, educated, safe, and prepared for the future.

Comprehensive and useful data. I am disappointed that they do not have more information on the 60,000 children in foster care or in the 1000 possible cases of child fatalities due to abuse or neglect.
