Hi Stephanie - in Lancaster County, PA, we have been working over the past several years to "build the foundation for a trauma-informed criminal justice system". I'm not sure of any that are specific to criminal justice, however Florida came out with an assessment for their juvenile detention facilities. Perhaps you can adapt it to what you need? It's call the Trauma Responsive and Care Environment (TRACE).
