APPLY TODAY: Help improve jail conditions in California! (Board of State and Community Corrections) BSCC

Every couple of years, the Board of State and Community Corrections (BSCC) revises California's Title 15 and 24 regulations which set standards for the hundreds of local adult detention  facilities across all 58 counties. This includes adult jails, temporary holding facilities, and court holding facilities. The standards cover everything from family visits to solitary confinement to nutrition.

The revision process has started up again and our coalition is working to make sure a diverse set of voices is at the table and heard! Right now, you can participate in the process to improve jail conditions in two important ways:

  1. Apply to serve on the Adult Titles 15 and 24 Regulations Revision Executive Steering Committee (ESC). The application is simple, and we are here to answer questions and/or review your personal statement. Please email me at renee@cjcj.org if you apply so we can track applications from allies.

  • The ESC makes important decisions about the Titles 15 and 24 Regulations revisions and sends final recommendations to the BSCC Board to be approved.
  • The ESC meetings will be in Sacramento with travel/accommodation expenses covered by the BSCC. The first ESC meeting is planned for late 2019 with a follow-up meeting in early to mid-2020.
  1. Submit public comment or suggest changes to Titles 15 and 24 regulations. You can do so through this survey link or via email to regulations@bscc.ca.gov if you have questions or multiple suggestions. Any person may suggest changes, which may be general or relate to specific sections. We hope to offer additional support for this process soon!

  • Please consider emailing me at renee@cjcj.org with your suggestions/ideas so that coalition partners can stand together and push for changes .
