Bolstering Police-Youth Trust Program


Take notice that, in compliance with N.J.S.A. 52:14-34.4, the Department of Law and Public Safety (DLPS), Office of the Attorney General announces the anticipated availability of the following grant program funds:


a) Name of the Program: Bolstering Police-Youth Trust Program. This program is supported by the Federal Fiscal Year 2020 (FFY20) Edward Byrne Memorial Justice Assistance Grant (JAG) Program.


b) Purpose: The purpose of the Bolstering Police-Youth Trust Program is to support community organizations and local law enforcement agencies in the development and implementation of innovative community policing initiatives with youth engagement as a priority. Research demonstrates that youth are more productive and successful when they have opportunities to participate in structured programs involving good role models and mentors. Law enforcement officers are pillars of our communities and look for ways to positively contribute to the communities they serve. However, many youth, particularly from disadvantaged communities, do not trust police. To overcome this divide, law enforcement agencies are encouraged to partner with youth-serving organizations and community stakeholders to launch innovative programs to bridge the divide between
youth, police, and the communities they serve. Successful police-led youth-serving programs can have a major impact on helping youth avoid engaging in negative choices that can often lead to derogatory or criminal behavior as well as an overall reduction in crime in those communities.

c) Available Funding: The State of New Jersey, Office of the Attorney General, is making available up to $165,000 of its FFY2020 JAG award to support the Bolstering Police-Youth Trust Program. These funds will be awarded on a competitive basis, pursuant to the quality of the application submitted and the pending availability of federal funding. The number of awards available and the total amount of awards depends upon the number of applications received and the funding amounts requested by each applicant. Funding decisions will be made to ensure the broadest and deepest statewide coverage practicable, taking into account the type of initiatives to be implemented and the geographic distribution of the project. The Office of the Attorney General reserves the right to decline any and all applications for funding and to award grants in amounts that may be other than requested. Awards may also be based upon consideration of the following: geographic area to be served by the program; municipal and county population; number
of persons to be served by the program; and Uniform Crime Rates. For successful applicants, funding under this grant program will be disbursed on a reimbursement basis. Prior to reimbursement, recipients will be required to provide sufficient proof of purchase and payment (i.e. receipts, purchase orders, payment vouchers, invoices etc.).
